Hawaiian Telcom has partnered with Neustar, a leading provider of clearinghouse services to the global communications industry, to provide new and existing wholesale customers with a powerful web based ordering interface. The provisioning of access services is integrated into Hawaiian Telcom's access ordering processes. These processes utilize the Access Service Request (ASR) for the order format. Once the ASR passes the appropriate edits, is accepted by our ordering center, and the due date is agreed upon, the circuit(s) on the order begins going through the provisioning process. Provisioning or building of the access service continues through various phases until the circuit is tested and turned up for use. Once the circuit is turned up for use, the provisioning phase is completed and the circuit is considered to be in maintenance and billing for the services ordered. The provisioning intervals vary by circuit. The provisioning interval is based on the current access tariffs filed by Hawaiian Telcom.

There are ten bill cycles throughout the month. The bill cycles are 01, 04, 07, 10, 13, 16, 19, 22, 25 and 28. The bill cycle is reflected as the statement ending date at the top of the bill. The bills are scheduled for mailing eight days from the statement ending date.

When an account has been disconnected a closing statement is produced 15 days after the out order has been processed. The cycle that the closing statement is produced in will be the cycle that falls 15 days after the completion of the out order, this may or may not be the same billing cycle as the current account. Thirty days after the closing statement a final bill will be produced. The format of the closing statement and the final bill is the same as current accounts.

Late Payment Charges

Late Payment Charges are assessed on unpaid balances brought forward to the new bill as allowed by HI tariffs.

Neustar Mainteance

The Neustar ordering system is available 24/7 excluding scheduled maintenance hours. They are currently:

  • Weekly - First Sunday in April to Last Sunday in October – 6pm HST Saturday to 6am HST Sunday
  • Weekly - (Rest of the Year) 7pm HST Saturday to 7am HST Sunday
  • As Needed - First Sunday in April to Last Sunday in October – 6pm HST Wednesday to 10pm HST Wednesday
  • As Needed - (Rest of the Year) 7pm HST Wednesday to 11pm HST Wednesday
