Access Services

  1. Specials
    Special Access Service is a dedicated private line service that provides a connection between an end-user customer and a Carrier, two Carriers, or two end-user customers.

    The service can be connected through a Serving Wire Center (SWC) or be routed through a Hawaiian Telcom hub where bridging or multiplexing functions are performed. Special Access includes DS0s, DS1s (T1s), DS3s (T3s), and SONET. These circuits can be either analog (voice) or digital. Frequency spectrum and bandwidth differentiate analog connections; digital connections are differentiated by bit rate.

    • Special Access Basic Configurations
      1. Two-point service connects two customer-designated premises either on a directly connected basis or through a hub where multiplexing functions are performed.
      2. Multi-point service connects three or more premises through a hub (bridging location).
    • Special Access Rate Categories
      1. Channel Termination or Subscriber Access Line (SAL) is a single charge per termination and includes the standard channel interface and any recurring and non-recurring charges.
      2. Channel Mileage/Circuit Mileage or Transport includes the transmission facilities between the SWC associated with two customer-designated premises. For each band of mileage a per-airline-mile-rate is applied. Fixed rates and Transport Termination may also apply.
      3. Optional features and functions such as signaling capability, hubbing features, conditioning and transfer arrangements may be added to improve the quality or utility to meet customers' specific requirements.
      4. Hawaiian Telcom Circuit Termination known as Special Access Line (SAL) is the rate category that provided for the path between a customer designated premise and the SWC of that premise.
  2. Switched
    Switched Access uses Hawaiian Telcom's local exchange network to transport switched traffic between end-users and Interexchange Carriers (IXCs), Wireless Carriers or Competitive Local Exchange Carriers (CLECs).

    • Types of Switched Access Services
      1. Feature Group A
        FGA Service is a line side connection that is used primarily for Foreign Exchange access. It is ordered most often by large end-users that wish to establish a local seven-digit telephone number for call completion to and from a foreign Local Access Transport Area (LATA). FGA is provisioned from the Hawaiian Telcom local switching center. In addition to Foreign Exchange access, FGA also provides Off Network Access Line (ONAL) and Message Telecommunications Service / Wide Area Telecommunications Service (MTS/WATS) services. Optional features include Hunt Group, Uniform Call Distribution (UCD), and Queuing.
      2. Feature Group B:
        FGB Service is a trunk side connection. It offers end-users the advantage of being able to utilize services with a single nationwide number. This service is made possible by utilizing originating dialing codes in the form of 950-XXXX. The XXXX digits are the unique FGB Carrier Identification Code (CIC) assigned to the Hawiian Telcom Wholesale customers. The terminating portion of FGB can be ordered directly from the IXC's Point of Presence (POP) to either a Hawaiian TelcomĀ  end office or Hawaiian Telcom access tandem.
      3. Feature Group D:
        FGD Service is a trunk side connection and is the most-commonly requested access service. It is the primary access media because it lets IXCs offer their subscribed customers the capability of using 1+ dialing for calling on their network. FGD also permits 101XXXX calling which allows an end-user the ability to access an IXC other than their subscribed carrier provided that the alternate IXC offers FGD service in the end user's calling area. Automatic Number Identification (ANI) and Alternate Routing are also available. FGD can be ordered directly from the IXC's POP to either a Hawaiian Telcom end office or a Hawaiian Telcom access tandem.
    • Three Rate Categories for Switched Access Services
      1. Carrier Common Line recovers Hawiian Telcom costs in providing the telephone lines (also known as local loops) used for making or receiving toll or long distance calls.
      2. Local Switching recovers costs associated with Hawaiian Telcom's end-office switching equipment.
      3. Local Transport recovers costs associated with the circuit termination equipment and facilities between Hawaiian Telcom's end offices and the IXC's POP.

Subscription Services

  1. PIC
    Subscription is a procedure where an end user, or an agent, in the case of public or semi-public coin operated telephones may select and designate an Interexchange Carrier (IXC) to complete 1+ calls without dialing a carrier access code. When an IXC has been selected, that carrier becomes the end user or agent's Primary Interexchange Carrier (PIC).

    The FCC separated the United States into Local Access Transport Areas (LATAs) for determining the classification of phone traffic Hawaiian Telcom InterLATA toll subscription (PIC) and IntraLATA toll subscription (LPIC) services support carriers in offering 1+ dialing access to their customers.

    • PIC Interface Manager
      The Hawaiian Telcom Account Manager will work with you to assure a clear understanding of Hawaiian Telcom's subscription policies, processes, intervals, service options and associated charges. Also, the Hawaiian Telcom Account Manager assists with ordering any subscription services and will answer any questions or address any issues you may have concerning subscription.
